- State- and federally-funded organization to help Medicare beneficiaries understand and make informed decisions about Medicare coverage and rights, health insurance options and billing. Does not recommend or sell insurance.
- Services
- Provides objective information and assistance on Medicare and Medicare Supplemental Insurance, Medicare Advantage and prescription drug plans, long-term care insurance, medical billing and claims, and coverage appeals. Volunteer-based program; volunteer counselors are trained and certified, and provide individual counseling at local sites or make home visits (local sites include senior centers, health clinics, etc.). In Alameda County, HICAP is a program of Legal Assistance for Seniors.
